The Directorate of Higher Education, Nagaland, Kohima has informed that the Post Matric Scholarship for Scheduled Tribe (ST) students is a welfare initiative of the Ministry of Tribal Affairs, Government of India. Under this Scheme, scholarship is provided to the eligible ST students whose family annual income does not exceed 2.5 lakh for pursuing higher education starting from class XI.
In Nagaland, this scheme is implemented by the Department of Higher Education through the National Scholarship Portal (NSP) in a fully digitized manner. Students submit their applications online via NSP, which are first verified at the institutional level by the Institution Nodal Officer (INO), and subsequently at the state level by the Department. Disbursement of funds is carried out through the Aadhaar-Based Payment System (ABPS) within the same portal. The entire process, from application to verification and payment is seamlessly digital ensuring transparency, efficiency, and uninterrupted workflow.
For the Academic Year 2024-25, there were 41,793 beneficiaries. Accordingly, in the First Phase, a one-time full scholarship payment was disbursed in June 2025 to 22,412 beneficiaries, amounting to 3,071.49 lakh. Following the disbursement of the First Phase, the Utilization Certificate was promptly submitted to the Ministry of Tribal Affairs to facilitate the release of the remaining funds. In response, the Ministry sanctioned 2,309.91 lakh as its share on 28th October 2025 for payment to the remaining beneficiaries. Upon completion of all requisite formalities, the combined Central and State share amounting to 2566.57 lakh was credited to the Single Nodal Agency (SNA) account of Scholarship on 10th November 2025. The Department subsequently disbursed the Second Phase final payment on 11th November 2025 to the remaining 19,381 beneficiaries for the Academic Year 2024-25. Therefore, full and final payment has been made to the beneficiaries for the Academic Year 2024-25. The students whose names are on the 2nd Phase beneficiary list but have not received their scholarships are requested to ensure Aadhaar linkage with their bank accounts and enable for DBT payment. It is to be informed that this is a Centrally Sponsored Scheme (90:10), jointly supported by the Ministry of Tribal Affairs, Government of India, and the State Government. The State consistently releases its share promptly upon receipt of the Central Government's contribution. The Department disburses scholarships only after the requisite funds are released by the Ministry of Tribal Affairs, Government of India.
