The Department for Information Technology and Communication, Nagaland has informed that in the interest of public service, the Governor or Nagaland has constituted a State High Level Committee (SHLC) for the Chief Minister's Technology Hub (CM Hub) in the State. The CM Hub will serve as a high-level platform under the Chief Minister, Nagaland, to drive adoption and innovation in Information Technology, electronics and new age niche technologies in the State. 

 

The Committee will have the following as members:

1.       Chief Minister                                                           : Chairman

2.       Advisor, IT&C                                                          : Deputy Chairman

3.       Advisor to Chief Minister                                         : Member

4.       Chief Secretary                                                          : Member

5.      Commissioner & Secretary, IT&C                            : Member

6.      Public Relations Officer to the Chief Minister          : Member

7.      Co-opted member of the Chairman                            : Member

8.      Commissioner & Secretary to the Chief Minister      : Member

  Terms of reference of the State High Level Committee (SHLC): 

1. The SHLC will serve as the policy apex and strategic oversight body; 
2. Formulate and recommend policies related to IT and emerging technologies;
3. Identify, prioritize and conceptualize niche technology projects and initiatives; 
4. Source and pursue funding from Government of India schemes, grants and other external sources;
5. Facilitate inter-departmental coordination for technology-driven projects;
6. Monitor progress of projects with periodic reporting to the Governing Body; 
7. Provide advisory and expert inputs on technology adoption and innovation; 
8. The SHLC members shall meet quarterly to review strategy, policy decisions and project status of the CM Hub; 
9. The Program Management Unit (PMU) shall be set up comprising of a team of consultants with domain experts in Information Technology, electronics, new and niche technologies, etc, and technical teams from the Department of Information, Technology & Communication, Nagaland; 
10. The PMU shall operate under the administrative supervision of the Department of IT&C and will report monthly to the Governing Body with detailed progress and risk reports.

The Department of Information Technology & Communication shall be the Nodal Department and the sole executing and monitoring agency for the Chief Minister's Technology Hub in Nagaland and there shall be no separate salary or honorarium for being Member/ Co-opted Member of the Committee. The provisions laid down in the Nagaland Rules of Executive Business 2020 shall be complied with.
