In reiteration of various directions issued by the Government on the matter of registration for CMHIS and card generation under AB PM-JAY CMHIS, it has been brought to the notice of the authority that Pensioners and persons without ration cards are being turned away from some enrolment camps. It is also being reported that some enrolment camps are charging money for registration beyond the Rs. 20 prescribed. While it is uncertain if this is being done with the active knowledge of the administrative officers conducting the camp, the SPOC have been requested to ensure that the directives on the conduct of CMHIS are followed. The following are being reiterated for compliance of all officers conducting the enrolment camps.

 

1.          The Chief Minister Health Insurance Scheme (CMHIS) is intended only for the Indigenous Inhabitants/Permanent Residents of the state. Accordingly only Indigenous Inhabitant Ration card holders will be eligible for the CMHIS card.

2.          All persons who are eligible to be covered under the Chief Minister Health Insurance Scheme (CMHIS) including ration card holders are to be assisted for registration/card issuance at the enrolment camps.

3.          Registration for CMHIS (GEN) at the enrolment camps in rural area does not require PRC/IIC for persons indigenous to the district and residents of the village. The head of household and all members of the family will be certified by the village council chairman on the household verification format and this will be attested by the administrative officer present in the camp itself after physically verifying the applicants.

-          This will be uploaded by the operators and they will be approved instantly.

-          eKYC for each dependent is required for the card generation on the basis of OTP to their aadhar linked phone number or biometric authentication.

-          However, this provision is available only to authorized Camp Mode operator log ins, and it is to be ensured that Camp Mode logins are used during the enrolment camps where an administrative officer is available to physically verify and sign the household details.

4.          Registrations for CMHIS (GEN) at enrolment camps in the urban areas require the PRC/IIC for the Head of the Household only. Indigenous inhabitant Certificate and Permanent Resident Certificate issued after 2016 are mandated to have the photo of the person and the name & signature of the issuing authority. Those Certificates issued prior to 2016 that have these data fields may also be accepted by the verifying authorities. The administrative officer present at the camp has to be satisfied of the veracity of these certificates before signing.

-          The other members of the household are not required to submit the PRC/IIC. However, each dependent can be added only on the submission of a documentary proof of relationship.

-          Such applications once uploaded will be approved instantly.

-          eKYC for each dependent is required for the card generation on the basis of household details enumerated in the ration card.

5.          Ration card holders do not need to register. They can go directly for card issuance on the basis of OTP to their aadhar linked phone number or biometric authentication.

6.          Charges: only Rs. 20 can be charged for the registration of a CMHIS household at these camps. The card generation/issuing are to be free of charge, as Zephyr Operators are paid Rs.25 per card issuance/delivered by NHA.

7.          Kiosk ID: ensure that all operators use the camp mode log ins/Kiosk ID so that the registrations being done are accurately reflected in the district dashboards which are being monitored by the respective Deputy Commissioner of the District as well as the State Health Authority.
