Deputy Commissioner, Tseminyu, Japheth Woch, NCS, has notified the following restrictions to be imposed with immediate effect within Tseminyu District, in compliance with the Supreme Court directions:

1. Sale of only Green Crackers: Sale and use of firecrackers, other than Green Crackers with reduced omissions as certified by NEER/CSIR and bearing QR code, shall be strictly prohibited.

2.Ban on Barium-based and joined firecrackers: Manufacturing, sale, and use of firecrackers containing Barium salts and joined firecrackers (Laris) is completely banned.

3.Restrictions on timing: Bursting of firecrackers shall be permitted only during the following time slots:

a) On Diwali and other festivals: 8:00 PM to 10:00 PM.

b) On Christmas Eve and New Year's Eve: 11:55 PM to 12:30 AM.

c) Any other occasions are subject to approval from government.

4. Licensing: No temporary license for sale of firecrackers shall be issued without verification of Green Crackers certification. All existing licenses shall be strictly monitored.

5. Silent Zones: Bursting of firecrackers in and around 100 meters of hospitals, nursing homes, education institutions, primary health centers, courts and other designated Silent Zone is strictly prohibited.

The DC informed all the concerned Head of Departments, S.P and Officers in charge of Police Station Tseminyu, to ensure strict enforcement of this order. Any violation shall attract penal action under section 223 at the Bharatiya Nyaya Sanhita (BNS) 2023 and relevant provisions of the Environment (Protection) Act, 1986. The DC further stated that this circular shall come into force with immediate effect and shall remain in force until further orders.
