The 22nd Annual Conference of the Commonwealth Parliamentary Association India Region Zone-Ill, convened in Kohima, Nagaland from 9th-13th November, 2025 under the theme "Policy, Progress & People: Legislature as Catalysts of Change", concluded on 11th November with the unanimous adoption of a resolution. Presiding officers from across the North East State Legislatures reaffirmed their commitment to parliamentary democracy, inclusive development, and regional cooperation and thereby resolves:

1.    The House unanimously resolved to review and renew commitment of respective State Legislatures of the region in encouraging the esteemed Legislators in connecting with the people to contribute and participate in the mission towards a developed North East Region as a partner of Viksit Bharat 2047.

2.      The House resolved to impress upon the Central Government to initiate dialogue with all respective State Government of the North East Region to assess, prepare a comprehensive, sustainable development plan of the North East Region by taking into account the ethnic diversity of the region towards a progressive, inclusive and sustainable progress of the region for the next 20 years to achieve Viksit Bharat. The House acknowledged and appreciated the initiative of the Central Government in the last 10 years to focus in the North-East Region with the mission of Act East Policy. However, the North-East Region's socio-economic disparity in comparison with the rest of the country remains to be comprehensively acknowledged and addressed. In regards to the North East Region's socio-economic significance and international borders, the House unanimously resolved to impress upon the Central Government to increase the total budget allocated to the North East Region with the objective of making the North-East Region as a part of the Viksit Bharat 2047 growth engine.

3.      The House acknowledges the geo-political significance of the North East Region as a gateway to ASEAN. Therefore, impressing upon the Central Government on the urgent necessity to prepare an exclusive, targeted developmental programme for the North East Region for social, cultural and economic growth in collaboration and partnership of the North-East region with ASEAN countries.

4.      The House resolved to continue its commitments for regional cooperation in terms of trade, culture, healthcare, education, tourism for collective regional progress.

5.      The House unanimously endorses and extends collective support to the aspirations of its Sister States of Nagaland and impresses upon the Central Government for prioritizing and taking into consideration:

i.      The upgradation of Kohima Medical College as a Central Institute in lines with AIIMS and RIMS, Imphal

ii.     The implementation of Indian Institute of Science Education and Research (IISER)/IIT as announced in the Union Budget of2015- 2016 by the then Union Finance Minister Lt. Arun Jaitley.

iii.     Consideration of the proposal for Chiethu Airport at Kohima to enhance regional connectivity and economic integration of the State and the Region.

6.      Recognizing and acknowledging the sensitivity of the North East Region to seismic activity and climate change, the House resolved to initiate new commitments through policies and action plans by each State Legislature of the Region for a climate resilient approach towards development progress of the region. The House, further resolved to take further steps and impress upon respective State Governments to formulate a dedicated climate action plan.

7.      The House further resolved to explore possibilities and avenues in collaborating together for the establishment of a Research Centre to monitor and formulate preventive measures in light of global warming and climate change and its effect on the socio-economic upliftment of the region.

8.      The House further resolved to use the institution of respective State Assemblies of the region in encouraging its legislators on the pertinent and pressing global issue of climate change through Committees/Workshops/Symposiums etc. The House also resolved to reach out to the people of the region on the discussed subject matters through the esteemed office of the legislators in respective State Assemblies of the region.

The House condemns the bomb blast at Red Fort, New Delhi on 10th of November, 2025 and expresses its sincere condolences to the victims.
