The District Development Coordination and Monitoring Committee (DISHA) meeting was held at the Deputy Commissioner’s Conference Hall, Wokha on 7th July 2026, chaired by Member of Parliament (Lok Sabha) and Chairperson of DISHA, Supongmeren Jamir. Deputy Commissioner Wokha, K. Mhathung Tsanglao, co‑chaired the session.
The meeting focused on detailed assessments of departmental progress, schemes, activities, and their benefits to the people, while also addressing major challenges hindering development in the district. Supongmeren Jamir highlighted the core objective of DISHA meetings, stressing their importance in shaping development across the district.
The Department of Agriculture, Labour, and Veterinary presented PowerPoint presentations outlining their objectives, schemes, programmes, and challenges. District Agriculture Officer, Renathung Kikon, highlighted schemes such as the National Mission on Natural Farming and also NMEO‑Oil Palm, under which 243 hectares across 14 villages in Wokha district are covered. He also pointed out challenges, including the hardship faced by field officers in Ralan Block due to its long distance via Kohima, Chümoukedima, and Niuland districts, underscoring the need for a separate sub‑division. He further noted the transition to Aadhaar‑based payments for Direct Benefit Transfer (DBT), which requires Aadhaar seeding, authentication, and NPCI mapping of all beneficiaries a time‑consuming and manpower‑intensive process.
Assistant Labour Commissioner Wokha, Neimenuo, presented details on the Nagaland Building and Other Construction Workers’ Welfare Board (NBOCWWB). She reported a total registration of 1,788, with 763 active and 988 inactive. 8 death claims, and provided scholarships to 630 during 2025–2026, with maternity benefits to 5, medical benefits to 2, with tools grant to 768.
She also spoke on the Employees’ State Insurance Corporation (ESIC) Scheme and the Employee Provident Fund Organization, noting challenges in coverage due to farming activities and difficulties in contacting beneficiaries. She outlined the way forward, including awareness‑cum‑registration drives in poorly covered villages.
Chief Veterinary Officer Wokha, K. N. Zubemo Humtsoe, presented for the Animal Husbandry and Veterinary Department. He highlighted the district’s annual meat consumption of 3,614 MT against production of 1,964.67 MT, leaving a shortfall of 1,649.55 MT, valued at approximately ₹36.64 crore. He also discussed the Livestock Insurance Scheme under the National Livestock Mission, launched in March 2026 and implemented from May 2026, where 85% of the premium is covered by the department and 15% by beneficiaries. He further highlighted the Entrepreneurship Development Programme under NLM and convergence programmes with various stakeholders.
Humtsoe also reported on the Artificial Insemination Technology initiative launched in October 2024 in collaboration with KVK, ICAR Wokha. The programme aims to increase production of superior piglets and prevent disease spread. To date, 165 inseminations have been carried out, producing 1,350 piglets with an 81% success rate. He also noted vaccination programmes and the recent outbreak of African Swine Fever (ASF) in Wokha Town, Wokha Village, Pangti, Baghty, and Chukitong, which resulted in 374 animal deaths and an estimated monetary loss of ₹1.04 crore.
MP Supongmeren Jamir actively participated in the discussions, questioning and reviewing various components of the schemes. He assured that challenges would be addressed at higher levels. Issues such as BSNL network coverage, crucial for census operations, were discussed, along with post office infrastructure and the need to advertise vacant Gramin Dak Sevak (GDS) posts for indigenous Nagas. The Lead Bank Manager also presented on the availability and disbursement of agricultural loans and the challenges faced at different levels.
The meeting concluded with a collective commitment to address challenges and strengthen developmental activities across Wokha district.
