The State Cabinet held a meeting on 6th November 2025 and deliberated the matter of induction of Non-State Civil Service (Non-SCS) officers into the Indian Administrative Service (IAS) for the State.

The Cabinet noted that in 2020 a Vacancy Circular for the induction of Non-SCS officers to IAS was approved by the competent authority but was not followed up by preparation of a Cabinet Memorandum and no policy decision taken or notified. Further, the Vacancy Circular dated 10th March 2025 was found to have been issued without the approval of the Competent Authority.

A release by the Chief Secretary, Nagaland, Sentiyanger Imchen IAS stated that the Cabinet considered representations submitted by various service associations including the CANSSEA and other Service Associations to the DoPT and the Union Public Service Commission (UPSC). The letter dated 10th October 2025 from the UPSC requesting submission of deficient information/documents in regard to the panel of eligible officers for the Select List 2024 was also noted.

Having taken into account the factual background of the matter and certain new facts and contentions brought to Government’s notice, the Cabinet decided to recall the panel of names for the Select List 2024 that was submitted on 26th September 2025 to the UPSC.

In addition, the Cabinet resolved to re-visit all the decisions made on the matter, with a view to arriving at an informed and transparent policy decision regarding the eligibility criteria for induction of Non-SCS officers into the IAS. The views of all stakeholders will be taken into account and advice will be sought from DoPT/UPSC, the release stated.

The Cabinet has appealed to all concerned to cooperate and call off the ongoing agitation/protest on this issue.
