The monthly District Planning and Development Board meeting for Wokha district was held on 9th April 2021 at DC’s Conference Hall.
Chairman, Nagaland State Bio Diversity Board, S.P. Trepathi, IFS (Retd) highlighted on status of implementation of biological diversity Act 2002 & Rules 2004 in Nagaland. He said that under Wokha district, the board has registered one hundred thirty three (133) villages as per the topography and vegetation. The villages had been selected to study on the secondary income they generate and detailed project reports or state report is being prepared according to it. Trepathi also stated that training has been conducted for Wokha district in 2018.
While thanking the NSBB on the visit to the district, Advisor for Horticulture & Border Affairs and Chairman DPDB, Wokha, Mhathung Yanthan said Bio Diversity Management policy and the Act which has already been put in place all over the country which will also be very beneficial for the State. Yanthan urged the State Board to ponder upon effective implementation of the Act for the benefit of the people and train the people on preservation of biodiversity. He opined that the used or unutilized land can be converted into community reserved forest and get benefit from the Government. Yanthan urged all the Departments in the district to go to the villages personally and educate the village functionaries to register with the State biodiversity board for its effective implementation.
ADC, Planning, Nchumbemo Kikon highlighted that the State Government has selected Champang area as the Aspirational Block for Wokha district, where the DC will head the District Level Committee with District Planning Officer as Member Secretary. The board also decided to set up a committee involving all the developmental departments for effective implementation of State Government vision during the targeted period, as Champang area being one of the under developed area of the District.
Mhathung Yanthan stressed on the importance of topography, natural resources and human resources survey for effective action plan and implementation process on the basis of convergence mode where all the departments will come together in the same line with the four aspirational villages in the district for successful implementation. He urged all the departments to put their resources through various programmes and schemes that are being implemented in the district. He added that the district should not only depend on the funds from Government, but urged all the implementing agencies to come up with comprehensive planning and put their efforts with moral responsibilities.
MLA, Dr. Chumben Murry suggested that the Chairman or Vice-chairman, DPDB to write to all the Department heads of the State, requesting them to give special consideration and allocate some fund to be used for aspirational block.
The Board also had interaction with following banks: LEAD, SBI, ICICI, Bank of Baroda, Central bank to ascertain their performances in the district and how the banks are implementing individuals schemes provided through various GOI schemes like PMS, Mudra loan, Startup India, KCC etc. The board also decided to invite Indian Postal Service in the next meeting.
The board discussed the following agenda: up-gradation of EAC HQ Chukitong to SDO (C) HQ, Up-gradation of GMS Liphayan to GMS, up-gradation of road from NH 702D Chanki junction to Woroku Ralan junction via Sanis-Lotsu Single Lane to Intermediate Lane (103) KM, presentation and up-gradation of Inspection of British Bungalow at Chukitong, Yikhum, Sanis and Bhandari under Tourism department. The board deliberated thoroughly and recommended to the Government for approval.
New board members, ADC (Hq) T.Lankonsen Tsingtao, SDO (C) Selumla S. Sangtam, DEO, Meguolhousie and Mhonchan Yanthan were introduced in the meeting.
