A one-day training on People’s Plan campaign on Gram Panchayat Development Plan with the line department was held at the DPDB hall, Kohima on 28th September 2021. Deputy Commissioner Kohima, Gregory Thejawelie, NCS introducing the campaign stressed on the importance of planning and development process of Gram Panchayat. He mentioned that India is a land of villages and if India is to develop than the need to develop the rural areas is a necessity which will ultimately mean the development of Gram Panchayat. On the other hand there is poverty and a vast existence of social injustice therefore unless this areas are taken care as a whole, the country will lapse in development, he added. Thejawelie stated that the scenario for the existence of a Panchayat was envisioned since the time of independence, to be involved in the preparation and implementation of all the economic activities and social justice hence under article 243 the clause for Panchayat was inserted which defines the role and functions of a Panchayat. He stated that People’s Plan Campaign is to be launched from 2nd October to 31st January 2022 and the training is an effort to ensure inclusive implementation and preparation of a Panchayat plan focusing on the 29 subject. Thejawelie called upon all the line department and the need for a convergence programme to identify the gaps that exist, and guide them to make them known, their level of participation for transparent and inclusive planning to achieve the real cause for further development and bring about the social changes and transformation. Rural Development Officer, Rural Development, Vilopi Angami initiating the training, informed that Gram Panchayats have been mandated for the preparation of Gram Panchayat Development Plan (GPDP) for economic development and social justice and the Planning process are to be comprehensive and based on participatory process involving full convergence with schemes of all related Central Ministries/Line Departments related to 29 subjects listed in the Eleventh Schedule of the Constitution. He stated that, Panchayats have a significant role to play in the effective and efficient implementation of flagship programmes on subjects of National Importance for transformation of rural India. He also briefed that ‘People's Plan Campaign (PPC)’ is an effective strategy for ensuring the preparation of GPDP in a campaign mode and the campaign will be rolled out as 'Sabki Yojana Sabka Vikas from 2nd October 2021 to 31st January 2022. Meanwhile a slide show highlighting the objectives of PPC, the Roles and Responsibilities of PPC, the State Departments, The Nodal officers, Facilitator, Frontline workers was also presented at the training session.
