Members of the District Task Force Kiphire held a meeting on 15th April 2020 at DC's conference room, chaired by Deputy Commissioner Kiphire where deliberations were held on standard operating procedure in regard to returnees as follows:

  1. Deputy Commissioner Kiphire will be a nodal officer for receiving stranded persons.
  2. Denizens from Red Zones, on their advent will be conveyed to the helipad (designated screening centre) escorted Police and Administration.
  3. After proper screening, persons with symptomatic will be sent to Covid Hospital for sample accumulation, and then admitted to Isolation ward till further direction is advised based on the lab report.
  4. For asymptomatic cases, a person will be put under stringent facility quarantine for a fortnight, followed by another 14 days of Home Quarantining under Surveillance.
  5. Conveyance of stranded person to Seyochung and Pungro will be taken care of by District Administration while a medical screening will be done prior to their departure from Kiphire town.

 With regard to the Persons returning from Green and Orange Zones, it was decided as given:

  1. Same procedure would be followed for symptomatic person, i.e. a case will be examined and sent to Covid Hospital, where sample accumulation will be done and put in the isolation till further advisory from medical team was received based on lab report.
  2. Asymptomatic person from Green and Orange Zones will be Home Quarantined for a fortnight under Surveillance.
  3. Conveyance of the stranded persons to Seyochung and Pungro will be facilitated by District Administration.

Deputy Commissioner stated that two kinds of seals with indelible ink will be utilised for people who will require to be home quarantined. These seals will be stamped at the back of the palm and thumb of the left hand. Essential items received from NSDMA will provided for persons under Government facilitated Quarantine.

Medical Attendants/ care taker and people placed under examination have been advised to observe proper sanitation measures during the period of their stay in the Quarantine. Rudimentary training for attendants will be imparted by the medical department.

Medical department will provide PPEs to the attendants of quarantine and those under Quarantine will be supervised by Medical experts on daily routine substructure. Apart from their routine, Doctors will be available to attend in case of emergencies.
