The full text of the Chief Minister’s note during the visit of Union Minister for Tourism, Culture & DoNER, Govt of India, G. Kishan Reddy is as follows:

 

“I welcome you to Nagaland on your maiden visit to the State. Taking the opportunity of your visit, the State Government would like to highlight some important and urgent matters which have already been flagged to your office and the ministry. The relevant correspondences are enclosed for your reference.

1.         Setting up Dr. T. Ao Regional Football Academy

The North East Council had sanctioned the project for setting up Dr. T. Ao Regional Football Academy at Dimapur, Nagaland during the financial Year 2017-18 under HRD & E sector and while conveying the approval the Project Implementation Committee (PIC) had mentioned that the matter is subjected to technical vetting by the Ministry of Youth Affairs &Sports, Government of India. On account of the delay in receipt of technical vetting report from the Ministry, the NEC gave a closure order on "'as is where is basis" whereby the Government of Nagaland was asked to refund the first installment of Rs 250 Lakhs along with accrued bank interest. In the meantime, the Government of Nagaland had already awarded the work and the physical works proportionate to the amount sanctioned for the first installment had already been done. On taking up the matter in the NEC Meeting, the project has been retained by the NEC. The Government of Nagaland has retained in the priority list. The funding for the project should be provided on an urgent basis.

2.         Development works at Kohima Orphanage Home

The Kohima Orphanage & Destitute Home has about a hundred children who lives in very challenging and underprivileged conditions. In 2017-18 the NEC had sanctioned and approved a project under the nomenclature "Infrastructure Development at Kohima Orphanage Home" and had released the first instalment towards the project. The Nagaland State Government had also released the State's share to ensure smooth implementation of the project. As per the reports, 30 percent of the project has been completed. However, in May 2020 the NEC had declared the project closed on "as is where is" and asked the State Government should refund the fund with accrued interest. This matter seems to have been handled in a very insensitive manner with little regard for the welfare of the unfortunate orphans and underprivileged children. The project should be restored so that it can be completed at the earliest.

3.         855 kw Off-grid solar power plants in 55 Govt. Office buildings in Nagaland

NEC had approved the project for setting up of 855 kw Off-grid solar power plants in 55 Govt. Office buildings in Nagaland for gap funding at an estimated cost of Rs. 661.39 lakh with 90:10 funding pattern vide letter No. NEC/RRE/612/NAG/2016-17/5828 Dt. 19th April 2017. The 1st and 2nd installment of NEC's share amounting Rs. 400.00 lakh was released during 2017-18 and the corresponding State share amounting Rs. 44.44 lakh was also released during that year, thus total fund released for the gap funding of this project comes to Rs. 444.44 lakh. The project is completed in all respect. However, the final installment of NEC's share amounting Rs. 192.25 lakh is still pending for release which is a committed liability. It is therefore requested to look into the case favorably and consider for release of the final installment as the project is completed.

I request you to kindly intervene in these matters and ensure that the ministry follows up with positive results.”
